The bill's sponsors hope that it will be passed into law by the end of the year.

The thing with most NSBM bands or black metal in general, is that they tend to promote and express their heritage/culture/folklore/history (sometimes to extreme limits). Something that Russia is obviously wanting to preserve. They want a populace of grim nationalists. Not pansies with no allegiance.

That's probably why black metal wasn't banned.
However, they may have some trouble mistaking a goth kid for some tr00 dude walking around in corpsepaint.

Well.. they have already de-facto banned anyone in opposition to the government from appearing on television; they have banned any opposition parties from taking part in the parliamentary elections; they have banned public protest rallies; they have banned honest elections (the parliamentary and presidential elections in 2007-2008 were the dirtiest in the modern history of Russia); the have de-jure banned the elections of local governors.

The reason they're getting away with all this shit is because they managed to shift people back into the comfortable, passive "Soviet" state of mind that the older people are used to anyway. (E.g. - a dean of a university can be asked to supply a number of students for a pro-governmental support rally, and he won't reply to them with "you can go fuck yourself" but he'll carry out the orders). They have also bought a lot of the unthinking youth by supplying them with shit like mobile phones in exchange for them becoming putin-ugend.

Some of those who listen to alternative music have been annoying the government by their diagreeing with their bullshit and by having individuality, so as you see they're next.

Russia is cursed by high oil export prices.

They can't quit schools, schools are obligatory. Not like you have to learn anything to graduate, anyway.

You see, the way they explain it is by saying "Emos and goths are more susceptible to depression and suicide.". So instead of solving the problem, they typically want to eliminate the symptoms by dressing them up like everyone else and what not. The fact that being harrased by the staff at schools is not going to help them be more cheerful obviously escaped the russian officials.
