go to your local cop station and say that your a student at a high school and you need help for an assignment.
Say that the assignment is about codes and coding.
Ask what some of their coding systems are and what they stand for etc.
This most likely wont work, but still worth a shot.

Go into your state's penal code.
Here's NY's:
http://public.leginfo.state.ny.us/me...MMONQUERY=LAWS
Numbers correspond to sections of the penal code.
Larceny would be a 1-55
Terrorism would be a 4-90

Go in and ask for a list of their radio codes. if they dont give it to you, file a Freedom of information act law suit against them.
