If you're smoking herb, you're almost certainly smoking flower buds. This is why they are called "buds." After pollination, the pollen from the stamen has fertilized the ovary at the base of the pistil. When this happens, in some plants, the ovary becomes a
fruit. In other plants, the ovary becomes a
seed.
All seeds (as well as all fruit) come from flowers, and only from flowers, and are merely the flower with its petals removed. If the flower is harvested before pollination, the flower
buds do not have any noticeable seeds.
