Is it pointless to buy one without an internet connection? Or will it help me steal internet from my neighbors better? And if not is there anything that will help me steal internet from my neighbors better?

To my knowledge a wireless router will not help you steal your neighbors internet, you just need a wireless card for that. I will let you do your own research as to how to gain access to your neighbors wifi.

Some wireless routers can be set up as repeaters, so they might indeed be useful to extend the range of a neighbor's signal. It takes custom firmware to do it, though, but I suspect that having a stronger signal at greater range might be helpful in getting into a neighbor's Internet connection...

A router with DD-WRT firmware can act like an adapter or bridge with another network.

Well, what you're thinking of is a bridge, but the area of "other things that will help me steal my neighbor's wireless" is much broader and includes cheaper and more efficient things, and I for one recommend you focus there.

Well you clearly are a noob, because without custom firmware, you need an access point (wireless card) to use other Wireless internet connections. A router (with original firmware) is for home use and broadcasting your own internet connection.
Do a little research.
