I'm not sure what you mean exactly, but probably buying a second hand instrument and amp (if needed) and then teaching yourself to play by learning tab is probably the cheapest.

methinks you'll have to be a bit more specific. What type of music, what instrument?
You could play a triangle for about $4.
Cheapest full range instrument would probably be one of those 3/4 sized nylon string acoustic guitars you get out of catalogs.

What do you want to play? I suggest saving $300 and buying a starter pack from guitar center. It will come with everything you need. The guitar will not be of great quality, but you can find out if guitar is for you, and you can always get a more costly one later.
Learn shit on the internet. I didn't take any lessons. I learned how to do a bunch of chords and power chords, and then later on learned scales. Learn your favorite songs for a year or so to develop your style. Learn a wide variety of songs for more versatility. And then after you have somewhat developed your own style, start writing your own songs. Learn how to sing or get a collaborator. Just get an instrument and play. That's the only way. And you DO NOT need to pay people to teach you. There is a lot of soft ware on the internet to help you, and a lot of great websites. And you don't need to learn music theory either.

learning is the easy part. when ur good and have developed some skill on ur shit guitar, hardware tends to start being a bitch.
better guitars, amps, petals, distortion things, and if u want to record, well u better have friends who r into that shit

then whatever tab book your want.
then just practice as much as you can
