Judging by some of the language and links on that page, I wouldn't exactly trust its neutraliltiy on the issue, nor it's cut down version of the Bill.
The full version is here.
If you find the section 24-34-701. "Publishing of discriminative matter forbidden", which is the one partially quoted in your source, you will find that it relates to printed material which enocurages the prohibition of services to people based on their sexual preferences. As far as I'm aware, nowhere in the Bible does it say "Thou shalt not let a homosexual on a bus."

I'm torn on this one. I'm radically against anything that limits free speech, but I'm totally in favor of anything that takes power away from the right-wing Christian nutjobs.

Free speech is irrelevant here, this isn't affecting texts (like the Bible) which say " Homosexuality is bad" (<---Mr. Mackey voice essential), it prohibits the distribution of texts which say "Homosexuality is bad. If a homesexual ever tries to get a job at your company, or buy your house, or get a lift in your taxi, then you should show them the door."
Which do you think is is more unconstitutional, prohibiting pople from distributing this kind of text, or people being denied services because of their sexual preference?
