Re: When to work out?
It doesn't matter, because you're not going to do it anyway.
But even if you really tried this, you would just burn out in a day or two. You can't go from not training at all to training twice a day. You have to start slowly.

Re: When to work out?
You should start out slowly as stated above. Over time it will become a drug and you'll fiend it.

To 220 from where? Presumably you mean down from a larger number. Before you make any plans, 'liek, omg, imma toetally work ot 2 a day', you need to grab a sheet of paper, sit down, and write out your goals and timeframe for said goals. Then, research a good ready-made plan for those goals (figuring out your own plan, while nice, is too much for most beginners because they don't know how to take advantage of the biochemistry). And/or consult a respectable forum about said plan, or look for reviews, or get some feedback when you have some real goals set out. Right now, we can't help you because we don't know what you want.
PROTIP: There are no excuses for overeating/poor nutrition. If you were ignorant of what you were doing, then you wouldn't try to make excuses for it. Remember, there are no excuses. Pick a goal and stick to it. You are not helpless.

Re: When to work out?
If your goal is fat loss, you probably want to work out first thing in the morning, cardio, before breakfast. This is supposed to encourage your body to draw energy from your fat reserves. In my experience it sort of works, depending on how much you ate the night before, and how late you ate. If you're going for just bulking up, I don't think the time matters, just whenever it's gonna be consistently convenient for you.

Re: When to work out?
Oh yes and try not to eat before bed! Not only will you lose weight but you'll feel better in the morning!
