I know Canada does not have draconian bullshit laws like the US but how would one go about getting syringes here? Are they at the local pharmacy behind the counter for people who ask for diabetic syringes? Also, do they have micron wheel filters at pharmacies or just those little cottons balls?

Pharmacies will sell you insulin syringes but you have to ask, needle exchange sites, homeless shelters, etc. usually have 28 gauge insulin needles and little cotton filters for free. If you want specific equipment >28 gauge [or 25ish for IM], micron filters, etc. your best bet would be either to order online or goto your local lab supply/medical supply outlet and have them order for you if they don't already have the stuff. It all depends on where you live in Canada really.

Why would you need a disguise? Unless you're worried about one of your friends seeing you or something, but even then... People do it all the time, junkies typically don't waste money they could spend on drugs on needles at the pharmacy etc. Try the 'shepherds of good hope' homeless shelter in the market downtown [although it's kinda seedy] a better place would be 'site' a needle exchange/crack pipe/paraphernalia harm reduction program it's in the same building as the sexual health clinic in the market, just follow the signs.
