I took the time to research the inactive ingredients in Focalin pills: ammonio methacrylate copolymer, FD&C Blue #2 (5 mg and 15 mg strengths), FDA/E172 yellow iron oxide (10 mg and 15 mg strengths), gelatin, ink Tan SW-8010, methacrylic acid copolymer, polyethylene glycol, sugar spheres, talc, titanium dioxide, and triethyl citrate.

and none of the inactives are water soluble.

You can smoke Focalin pills my grinding them up to dusty powder and mixing it with water, while vigourously shaking. After shaking for about 10 minutes, strain it through a coffee filter onto a pan of some sort.
