Problem
Ok so recently I have been "flirting" (kissing, hugging, cuddling) with this guy at work however he got in trouble for it during work. Now he doesn't touch me or flirt with me as often, but I still want him to. I think he is afraid of the boss, because our boss said "I know her mom." However, I am 19 and that shouldn't even matter. It's just weird because he will go all work day without being near me and then he asks me to take out the trash or whatever and kiss and hug me there. Should I try to initate anything? Should I tell him that my mom doesn't have a problem with it (because she doesn't)? I just want it to go back to normal. Should I tell him I like him like that, just to finalize it? I don't know what to do.

He probably doesn't do it too often now because if he continues he will be the one in trouble not you. I'm assuming he wants to keep his job because like most people he likes to eat.
Why don't you just hang out with him after work instead of trying to force him to risk his job?

You girls need to realize that with all the frivolous sexual harassment lawsuits in the recent past, we guys now have to be extremely careful in order to avoid any unnecessary drama or getting fired or even sued/arrested.

I know what professionalism is, I'm not a dumbass and it's not like we were doing anything infront of the patrons. While we were on break we would sit and talk, occasionally cuddle, kiss, or hug. It's not like we were full out making out. Whatever, if you want to call me a slut to make yourself feel better then fine. I'm not really in the mood for any shit right now. I don't know it doesn't matter anymore any how. I just got home from work and I'm not feeling too happy.

A good 50% of the populace here are pre-pubescent little boys that love to call girls sluts/whores/skanks if they even dare to mention the fact they may enjoy a little physical affection. It's sad, but you enrage them when you talk about hugging or kissing a real man because it's not the angry pre-pubescent little boy getting the affection from you. Ignore them. There's enough good on Totse to counter out the idiots.
Some companies are super strict about ANY form of physical contact, and such. At my company it can result in instant dismissal of both parties, because simply, a big company (or even a little one) does not like the idea of two of it's staff getting off on duty. Even if you dont and wouldnt, a company will do it's best to make sure they're not paying their staff to fuck in odd little corners of the premises.
So the guy still likes you, for sure. But as mentioned, he's scared shitless about losing his job. I can understand that.
It sounds as though you've got the luck and talent to be able to land almost any job you might want, but others dont have that luck and need to hang onto any job they can get hold of as quickly as possible, even if it means not getting as much physical contact from a hot neat girl like yourself.
It sucks, but it's not personal.
Also, you mentioned he was foreingh? I forget where you said he was from, but if his immigration stuff is questionable, getting into trouble may mean more than just losing his job.

Thanks yoyo. Yeah, I've had some time to think it over and him being Hispanic puts him in a hard place work wise with all of the ignorance and racism towards the culture. Also, I am prone to overthinking/overanalyzing and worrying too much. I just need to learn to chill.
