As far as my opinion on that debate goes: "Children (physically or otherwise) should not have children" And if they do, there should be either a system to add disincentive for them to have children or abortion/forced adoption. Unlike the system we have in Australia, where mothers get $5000 after having a child to help raise the child, which some instead waste on themselves for drugs/booze/misc. crap.

It's a bad joke and leaves a bitter taste in my mouth thinking about it.
