Does Psilocybe semilanceata grow in the midwest?
Do Liberty caps grow in the Midwest, more specifically Illinois?
I found this reference:

Im not sure if that is the strain, but psilocybe mushrooms DO grow in Illinois...at least where I was.(SW). The strain is particularly weak, but in huge abundance.
try cow pastures. You literally can collect pounds of mushrooms, but they arent very potent.

Although small, I read they are almost twice as potent as cubensis by weight.
Edit: I thought you were talking about LC.

Why does it say P. Subbs don't grow here?
I'm sure they do in fact I went hunting for the first time today in a while and may have found some. I'm waiting for the spore print to see if it is jet black or dark brown.

What kind of environment do the Psilocybe subbs grow in? Decaying wood?
