A 1/2cc is just big enough to shoot a good line of coke, some meth or a bag of H. Too small really to shoot any type of pill (If you're into that), as most need more volume [of liquid] to dissolve into and get the right consistency (Not too thick).
As for 31 gauge, it is a bit small, but it will work. Just don't be surprised if it clogs on you; I've had this happen to me multiple times and it blows, I get right in the vein, all registered and ready to push the plunger in and when I try, the damn plunger won't budge. Then, you gotta take the needle out of your vein, then take out the plunger, get a new syringe, take the plunger out of that one, carefully dump the solution from the clogged syringe into the new one, put the plunger back in the new one while slowly turning the syringe upside down, trying not to leak or squirt (From the air pressure of you pushing the plunger back in) any of the solution, then going back into a vein, re-registering, yadda yadda ya...
So it is possible, but if you have the choice, definitely stick with 1cc, 28 or 29 gauge, and short needle (If your doing IV and not IM). Can't go wrong there. Not too big, not too small and the 1cc gives you enough volume (Within reason) to shoot whatever your heart desires.

EDIT: I forgot to answer the part of your question about the "plugging" aspect. That is a definite no with an insulin syringe. The only type of syringe you would want to even thing about using intra-rectally is the one with the removable needle. After you remove the needle, you can insert it where you wish and plunge away. As for that method of administration, I would recommend a 3cc, 26 or 28 gauge. You could get away with smaller cc, like 1 or 2 (No smaller than 1cc), but that, again, gives you less volume to dissolve your chemical(s) in. NEVER try and use an insulin syringe with a non-removable needle (By breaking the needle off) for anything other than IV administration; it's a very bad and pointless idea. And for the love of God, don't use the same needle you used in a vein, as the one you use for plugging [or vice versa], even if it does have a removable needle; it's REALLY not sanitary AT ALL, but I don't think you need me to tell you that :)
