i think by the time the E kicks in the H effects will be mostly gone, so it should be ok

If people want to experiment with combinations they can buy the drugs separately. 99% of people looking to buy E's would not buy them when they were told (you're suggesting the dealer would tell them) they had heroin in them.

Also, you can find E in any major city in the US, which means you can find it in smaller surrounding cities as well. Unless you live in Buttfuck, Nowhere then E is going to be available.
