I heard that weed can do this: your vision gets really sensitive and your eyes may feel like they're messed up. don't worry, thats just pressure being relieve from them caused by an excess of blood flow to the cornea and conjuctiva.

Sorry if this is pretty obvious to most people, but would someone please explain to me what exactly this means?

When I look at bright lights when I'm stoned it makes me squint.

Doesn't help when I'm driving, because I always feel the need to stare into oncoming headlights.. then spend a few seconds getting my vision back before I can concentrate.

I think that quote i just badly written, and i think what its trying to say is that your eyes do not get as much blood as they do when not high, but that the amount of blood your eyes were getting before i unessecary......or something.
