Default One of my plants.

It (yes, I don't know the sex, yet haha) is about a month old. I took it out from under the light for about five minutes, put it by my window. One of the sets of leaves started drooping. That set is now completely fallen down.

Any ideas what might be wrong?

Give it some time. don't take it from the light, unless you intend to plant it outside.

They are drooping because the plant is in shock. Even the dimmest winter sunlight is more powerful than the brightest HID light. You can move plants from sunlight to artificial light, not vice-versa. Also, next time, post growing topics here: http://www.totse.com/community/showthread.php?t=2039052

So if i started some out inside at what time would i wanna transfer to outside if I dont want them to go into shock.

Depends where you live.
Now would probably be a good time if it's reasonably warm out. Or wait until mid-April.

Assuming you know when to plant in your area, I would start cuttings/seeds under low/medium intensity florescent light (CFL's are good) just until you start to see roots popping out the bottom of the growing medium. Then outside they go.
