little orange capsule type thingos with alza 54 writen on them..

i cut off the outside orange layer, under that one theres a way another very thin layer of what seemed like something similar to paper, see through and very very thin.. i took that layer off and what remained is a claggy powder (its still in capsule shape) 2/3 white and 1/3 brown.

Would any part of this be able to be railed?
Why is it brown and white?
Would biting the whole pill in half and swallowing make it non time release anymore?
