Default AN legislation (real deal)

"Secure Handling of Ammonium Nitrate Act of 2007"
Its happening. Slipped in in 2007.

Before (July 31, 2005):
http://www.globalsecurity.org/org/news/2005/050731-terror-threat.htm

Thursday, April 26, 2007:
http://homeland.house.gov/issues/index.asp?ID=203&SubSection=0&Issue=0&DocumentType=0&PublishDate=0

Oct 23, 2007:
"This bill passed in the House of Representatives by voice vote. A record of each representative's position was not kept."
http://www.govtrack.us/congress/bill.xpd?bill=h110-1680

Last action:
Oct 24, 2007: Received in the Senate and Read twice and referred to the Committee on Homeland Security and Governmental Affairs.

FULL BILL:
http://www.govtrack.us/congress/billtext.xpd?bill=h110-1680

At this point it only needs to be voted on by the senate and signed by the president. Its quite obvious for anyone to see that it will be law very soon. We all know how sheeple react to anti-terrorist legislation... And between that and bush... Yeah its gunna get passed and we gunna get raped.

There is too much to go into and it could still change a little before it is law.

So... The bottom line:
Best be getting your cold packs while the getting is good.

From PML (Pyrotechnics Mailing List):
(Thus far. There are bound to be many more replies.)

">News flash. In the closing minutes of 2007 congress quietly passed
>(as part of a Bush Administration appropriations bill) the Ammonium
>Nitrate Security Act of 2007. The bill requires all purchasers of
>ammonium nitrate to obtain a license from the Department of Homeland
>Security. There is a $ 50K fine for illegal possession. Apparently
>the details have not been completely worked out yet, but there does
>not appear to be any small quantity exemption as originally proposed
>in April of last year. Originally there was an exemption for 2,000
>lb or less. Not anymore. So if you want AN to fertilize you lawn
>call DHS..........
>Check it out on google.."

"Thanks for the heads up. My guess is that they will require
an ATF Type 20 permit to purchase AN. That is going to make
things difficult for the high-power rocketry folks. Here is
some more info on this (ridiculous knee jerk) law:

http://tinyurl.com/yot7vn

I see this law having two undesirable side effects based on
the farmers that use most of this stuff: 1) a lot more farmers
are going to be getting Type 20 permits, which will create
bigger problems for the ATF, and 2) the market for AN will
decline for those farmers that decide AN is too much hassle
and opt for anhydrous ammonia instead (which will become a
bigger problem for the DEA and EPA). And the rocket folks
can pretty much cross PBAN off their propellant list."

Why should we care:
N2O, ANNM, ANNMSA, ANAL, ANFO, AN/X, tannerite, a source of NH3 gas, xNO3 nitrations, HNO3 distillations, AN propellants like PBAN and AN/Urethane and AN/C, its a damn good fertilizer, cold packs ARE useful, negative-x, making guanidine nitrate from AN/urea/silica gel and/or AN/calcium cyanamide, and its possible use in so many other experiments.:(

That's it... Ready the troops, we march for the White House. I bet if we make enough noise people will realize they're now living in a totalitarian state and dismantle the fed.

That bill seemed like it was mainly talking about facilitys which produce and sell AN having to get licences and stuff. I didn't see anything in there which suggested they were going to stop selling cold packs. Suerly they won't simply take them off the markets, what else would they use? I don't really mind if i can't go buy it in 80lb sacks anymore, but if i can still conveniantly get small quantities in cold packs (however ridiculusly expensive per/lb) i'll be ok. I read the thing and i didn't see where they said they were going to stop selling cold packs... Does anyone know for sure? I have a couple sources for coldpacks in large quantity, so i just might stock up if this is for real. Other than that, where else might people get AN if it's compleatly off the shelves?

It didn't specifically say it, no, its sorta one of those situations where it will likely be overlooked... but not necessarily... It will likely be re-labeled and see the most restriction on massive quantities. But I think around 20lb+ bags will get overseen much more too.

Sorta like un-licensed possession of pyrex coffee pots in Texas... It breaks laws... that most people don't know exist.

I think we should ban spoons, too, so people stop injecting heroin.

Or that nefarious sodium bicarbonate?

And on the Texas topic... the coffee warmer plates that are part of most all coffee machines are technically hot plates... also illegal without license.

Yet homebrew supply stores, some science stores, Fry's, etc still carry beakers and Erlenmeyer flasks occasionally.

Its a mad, mad world.

I lost my source for AN a few months ago, I don't really need it anymore but I like to keep my sources up to date just in case.

You guys better start stocking up :(

I found an agricultural supplier who will sell 2000 lbs of the stuff for no more than a few hundred USD.

Suspicious, yes. Worth it, totally.

Anyone wanna put in?

The real bitch of the matter (for the feds) is that if you look at it, you can make the damn stuff out of thin air. Literally.

Hmm, there has to be a way to build a device you can just plug into an outlet that will make this stuff... I can see someone making a bundle off of one of those.

You really can make AN out of water and air. :D

You'd need a birkeland eyde generator for HNO3, a hoffman apparatus to get H2 from water, and react it with nitrogen (from air) to generate ammonia (would require some platinum gause)

I can see alot more robberies on AN plants/more threads in BI saying "how do i rob a AN plant?"

The ETA has robbed factories for their chlorates in the past.

I can see lots of household ammonia & nitric acid buyouts in agricultural plants.

But it's up to you...

Feds are dumbasses. They're not paid to think or enforce shit; people over them (who are even dumber than they are) decide.

You can make the binary nerve agent C-GB (nevermind phosgene & V-X1) from completely unwatched, OTC substances with abit of motivation.

If they weren't such retards they'd ban REALLY dangerous material (yellow prussiate, aminosulforic acid (novichok agent base), phénolphtaleide, aluminum sulfocyanide, etc...
