you might have heard of the 3 rule, say it when you first do, when you get married, and on your deathbed...
personally, i try to keep it as low as possible, so when it does come out it actually means something.
how often do you say it?

I'm very picky about who I say it to. I don't even say it to my mom. My boyfriend got really mad at me because he said it to me like 2 weeks into our relationship and I wouldn't say it back.
As for when I say it, meh. I just say it whenever I feel like it or whenever it feels right. It's not an everyday thing, though.
edit after seeing Rykoshet's post: I say it to my pets too.

But not because I take it seriously or anything. It's not like I think I can't say it unless I'm truly, madly, deeply in love or anything, I just refrain because it seems weird to say it to someone except in jest.

Same, except I've never told a family member I love them out loud, only in birthday/christmas cards.
Sometimes I feel bad about this cos I do love them and I want them to know I do, but I'm just not the kind of person who would say that to my family, and sometimes I wonder if I die suddenly do they know I do love them?

I tell my family members/dogs/etc all the time. I do love my mom, figure I might as well tell her. You can call me a pussy all you want, but when someone takes care of you for 20 years it's a pretty big deal to me.
I used to say it all the time in teenage relationships (ie, I love you, let's go out) but now when I date a woman, even though I fall in love VERY FAST, I don't say it really. I haven't dated a woman for over a month in a LONG time, and I know it's stupid to say it after only a few weeks, so I don't.

I tell my closest friends I love them. Guys or girls.
Being away for school for so long made me realize just how truly amazing my friends can be.
It's definitely a powerful thing to say, and I don't take it lightly.
I dated a girl for a few weeks who was ridiculously clingy. She told me she thought she loved me after a short while and it really kind of freaked me out, because it seemed like she was being sincere. That relationship ended quite badly.

Haha, I remember when I eventually said it to my girlfriend. It took me so long to work out if I did actually love her or not, and when i did say it she never replied. It was a truely horrible feeling. Disgusting.
Eventually she did return the feelings, and hearing her say it made everything better again.
And in answer to OP, never now, as i love noone that way. But when i was in a relationship, it was a rare thing. Lying after amazing sex it would get thrown in with a kiss, or waking up together.

Only my best friend and boyfriend hear it from me. I hate it when people feel like they have to say it when you're parting ways... I had a boyfriend a year or two ago who was like that.
I say it when I feel it. Sometimes I'll be laughing with my boyfriend and it strikes me how much I love him that moment, so I say it. Or when my best friend and I have cried on each other's shoulders for the past hour over a shared problem, there's nobody I love more at that moment and I feel I should tell her.
