I'm always the one to call (please help me out)
Is this girl just not interested in me or what? She says that she wants to hang out and get to know me better, and I would love to get to know her better but every time I bring up doing something or hang out, she's always 'busy'. We talk all the time (which is another thing, which is the subject of the next paragraph).
Also, she never calls me or texts me or anything. It always has to be me to call/text her first. Does she hardly think about me when I'm thinking about her all the time? Or does she think about me just as much? It's pretty confusing and I'm having mixed emotions about this.
She's even said that she's starting to like me.. I just don't understand..
Please give me some advice so I can stop having such mixed emotions about this.

Trust me pal, this girl is bad news. She most likely doesn't really like you, but appreciates you sticking around because it makes her feel better about herself.
You should abandon her. Meanwhile you could act like you never gave a shit about her and just be real cool, see if that'll bug her and all of a sudden seek your approval.
Just trust me on the one thing, do not get attached to her.

Definitely. She likes having you "in the bag" so to speak, someone who values her above themselves and demonstrates this by calling/texting her all the time and wanting to be with her all the time. Until such a time that she values you equal to or above herself, she won't want you. And from your position now, it's pretty difficult to change that.
Seems ironic I know, but not wanting anything from her at all is most likely the best way to get anything from her (if you seem suddenly unattainable, suddenly not interested to the point where you seem not really that interested in her anymore, etc).

I have to agree. I just broke off with my gf, and the entire time I was the one initiating contact. Every so often she would contact me first, but it was often in short text that hardly had any meaning/feeling. Even now that we're "friends", I notice that she won't contact me or anything. And when I do, she pretty much just runs the convo into a wall...as in her responses often lead to a dead conversation flow.
Ignore this chick to get what you want.
Now on the other hand, she may be playing hard to get, or perhaps she doesn't want to come across as clingy or desparate....probably not though, else she'd be a tad more eager to hang out.

You guys seem pretty jaded. It could be that she's genuinely not interested in the guy, but doesn't want to hurt his feelings. You have to remember that women invented social etiquette, and that they assume we've caught up to all the nuances laced throughout it. Should she be straight forward with you? Of course. But just because she's using dismissive technique to avoid fucking you without turning you into an enemy doesn't make her an evil manipulative bitch.
Per se.
There are other things that could accumuate into her being a bitch, but I don't know. I'm merely presenting a different alternative than her teasing you up to get her jollies because you're some sort of self-esteem fix. Because I think that's unlikely, were that the case she'd probably call you once in a while, probably crying.
But you calling her and her response being along the lines of "Hang out? AWESOME! ohhh, wait, I'm busy that night." seems more on point with her not wanting to hurt you with out right rejection, and maybe she thinks you'd make a good boyfriend for somebody else so she doesn't want you to become discouraged.
Or not, whatever. Just don't make a big deal out of all of this

hmmm sounds like bad news. Stuff doesnt always work out 100% to par tho and you can think the worse. Does she have a job? You know if people have a job they are truly busy and arent lying to you.
Usually though unless she has a problem with you or is playing hard to get(but even then shed give you an opening hinting she wants to hang out) i couldnt see what other reason shed be blowing you off, she just doesnt want to let u off hard.
Just cutt off all communication with her. Do it, dont be afraid besides itll stop your worries/wonderings about her then too cause youll know the truth then. I did similar with a girl that was dicking around,to see if id break down and say some dub shit, several days later, ring ring, hey when we hanging out, really cut out the bulshit by making that move. I cant say itll work the same with you since i did it in the early stages.
Alot of girls anymore if your trash to them, theyll give you the benefit of the doubt at first, then youll just lose them over time. They wont fiend to use you for money, or even take the attention that you push on them....which heh id like to see versus shelling out cash on them or wasting time talking to them on the phone for nothing.

Update: I talked to her on the phone last night and she was somewhat hinting that she wanted me to come over to her house last night (basically said she wanted me to without saying it), but every time I said I was coming, she said she was going to run in the house so I can't find where she lives (I have a general idea (i.e. street)). So she's kind of giving me mixed messages.

first of all, hinting to come over? no, next time go, k im coming over, ok? ill be there in a bit, if shes says something stupid or anything that doesnt have to do with you coming over, be like, ok well if im not comin over I'm off to hang out with some buddies or some whatever, just that your busy and be like bye, and hang up, and if shes like oh no no stay, be like...no i cant stay on the phone someone needs it or sumthin...and be like am i comin over now? if she is like uh no, then be like, sorry, bye...this is where you have to have strength and prove your not a girl, actually say bye and hang up, inside I know your ganna be like nooo what i just do did i hurt her, thats your girl side talking, just do it.
secondly...man, why are you concentrated on one girl? you need to be talking to numerous girls on the phone, just wait till she finds out you've been chatting it up with HER friends, who cares even ugly ones, just start playing the field, you need to learn what you like and want, after that. it'll just fall in to place, trust me, you'll look back and think...HA, what a guy, that guy, all begging to hang out with this chick.

So I doubt it's etiquette...
as a girl... i feel like either she is a bitch, or she is confused.
I've had guys I've liked, and acted weird as she is because there are other circumstances that the guy doesn't know about.
BUT.. it would've been better if I had got what was coming to me... so either way, you turn the tables on her (if you are capable of that... if not... then meh) and you see if she comes running back.
I know it's hard to ignore someone.. cause you like them so much, you don't wanna know how much they'll try, cause it'll crush you if they don't.
But at least try it.

the reason she never calls is cause she is an attentionwhore. You call, that means attention.
That's why she likes you more and more, you give her attention, but dude, this is being abused, no basis for any future relationship exept for if you play it right sex
