If one of my male friends acts this way, he gets a pat on the back, if one of my female friends does, I make it clear that I think it's wrong.

Look at any 'club romance' there's usually a group of males who mix friendship groups, and a group of women who mix friendship groups, and men and women from each of these groups get together.

If you're a man, and you see a woman you like, you let her know by flirting. If she flirts back, it's brilliant- You've done nothing special to deserve this, she's known you for a few minutes and in your own head, she's doing it because you're sharing a special connection, not because she's got lower standards than you expect.
We're all like this, it's just a part of our biology and we can't help it.
But imagine when you come the next night, and you see her flirting strongly with another guy.
To him, he's enjoying a special bond with her, but (Assuming you still like her) She's totally changed in your mind.

The reason women act the way they do is because of the way men treat them, generally the sluts you see are actually just scared little insecure kids trying to find some way of gaining some self esteem, and because women act like sluts, men treat them like sluts, and the cycle continues.

And when you finally get to know that slutty girl well enough that you actually want to be in a relationship with each other, you expect her to stop being affectionate with other men, and be affectionate only to you.
