What options do I have available?
I'm in a really pathetic situation..
During summer gym, a girl and I flirted a bit for two weeks, I asked her out, and she never had the time. She said she'd call me when she was free, but I was heading off to a month long vacation in two weeks, so I sort of hurried her.
Then I said, "you win, I quit" to her once I couldn't get a date. She said her job was taking her full schedule and she was sorry for not being able to hang out with me.
That's four days ago, now I randomly miss her a lot. I want to at least tell that I'm available, if she's in the game. This is miserable.

To me, it sounds like she isn't interested in having a relationship with you. She basically blew you off and said she didn't have time. If someone really likes someone, they'll have time for them...

Yeah "Omg I'm so busy my job takes up all my time" is complete bullshit.
No one works so many hours they've absolutely NO time for someone else. And especially a young person who still lives at home.
She's blowing you off in a cowardly way that's most likely to hurt you least.

Well, this is what I've done and what's happened.
First time I ask her out, she can't go, but she thinks July 4th is a good time. I had it planned to go to the casino, but the plan failed and I hung out with her friends.
Then, after I asked her out, she said she'd make time for me, but I hurried her so much and gotten out of attempting on her, that it's a really awkward situation.

Well, chicks are very good at lying when they want to. Plus, if she's attractive and all that, then she must have lots of experience having to turn guys down, and in her case, it seems like she typically does it in a dishonest way.
So when she said she'd make time for you or whatever else she said, she might have been lying. The thing about being too busy with work was DEFINITELY a lie, as yoyobek has already mentioned.
My personal opinion based on what I'm reading in this thread is that she isn't interested.
But of course I could be wrong, and I'm kinda hoping I am, because I hate to be the bearer of bad news.
Just don't get too attached or anything. Be willing to walk away. Maybe try one more time, and if she says anything other than an affirming, convincing "Yes," then I'd suggest forgetting about her.

I'm going with the rest here, mate.
She's blowing you off and being a chicken shit about it.
That working too much one is classic. I've had it said to me and heard it said to friends a million times.
You don't need shit from her if she hasn't got the courtesy to just tell you straight out that she's not interested, only wanted to flirt with you and is enjoying the ego boost she's getting from having a guy chase after her.
I know how weird and difficult it is thinking regularly about a chick you don't have anything with or even know very well but hey, it happens!
Just move on and enjoy your holiday.

Really? Because I'm pretty sure I could find a number of people that work too much to have much of a social life at all. Some people really like their work and 9-5 is only a small part of their working day.
But the fact that she's in high school, I would agree with you on that part - she's brushing you off.

She works at a place for eight hours a day, odd shifts like 11-7..
Then she gets really tired, and she has another shift like 9 the next morning.
Either she's very convincing, or I'm reassuring...

Like I said.. if she really was interested in you, she'd make the time.
I can have a 20 hour work week and convince myself that I'm too busy.
But if something comes along that I really want to do, I can schedule personal time around even a 50 hour work week.
