Unless you can hear the engine bouncing off of the rev limiter, I doubt the car is set up to only run to 3500rpm.

What I meant by that was that at some stage during the car's life the throttle was adjusted so that the cable could only pull so much, which would be like have excess throttle cable. This only works with mechanical controlled throttles like the ones on carbed engines, as far as I know.
Co-oincidentally one of the first things I did one of my first cars (clutch when I was learning to drive) was adjust the throttle so that it would NOT go low enough to stall easily. I was young as shit at the time and didn't realise that this could be dangerous.
I've also adjusted one of my motorbikes, a classic Enduro bike (Suzuki PE175) so that it ran 1/3 throttle at "idle". I also ran Aviation fuel and full synthetic car oil, chopped the mudguards down, and it had a full floater swing arm. Yes I fucked around with it. I adjusted that bike when inexperienced riders wer going to ride it, so that there was much more throttle cable than you could twist. Because I didn't want inexperienced people hitting the throttle and ending up pinned between a "cast iron" dirtbike and tree.
