Ok so I was thinking about creating a site with a bunch of chat rooms in which there would be a lot of pedo baiting going on. Mainly they would not be supervised at all...what u think

Well, it's been done before with good results. Although you might have a problem actually getting traffic to your site. What you could do is either pay and SEO to rank you on a search engine or perhaps create an pay-per-click affiliate program. If, on the other hand you don't want to spend any money I would suggest looking on a free web host directory for hosts that support php, java and/or cgi script so that you can actually run chat rooms. Or you could use slashnet.org which I've found works pretty well. So I'd say make it, there's really nothing to lose unless you pay for a domain name or something.

okay that's good. I checked godaddy.com and some domains like uncensoredchat.net/org, uchat.biz, cchat.org, pedochat.net/org just try out things that sound good and try to keep withing .com, .org, and .net suffixes
