Interesting idea, Spectral - i had considered the possibility of Jeff working under the observation (perhaps unwillingly) of an exterior organisation.

However, i also have a theory that is far more deep and coercive.

What if it wasn't just Totse that was being subverted?

Suppose for a moment that the powers that be were unhappy about the idea of an entire culture spawning off from the internet, and wanted to subvert that culture to their own means?

It would enable them to essentially CONTROL THE INTRAWEBZ.

That said, i doubt that this is the case, however i am sure that there will be a few organisations out there that are considering the benefits of harbouring the social dominance that the intrawebz can provide.
