I originally used "mypicc", of which I can no longer find any information. I have since switched to the much more popular "HI-TECH PICC". The free version fully supports the 16F84, and you can find the full version through the usual software acquisition methods.
If you're starting a new project, I now recommend Atmel's AVR microcontrollers over PICs. They have much greater capabilities, and are made to be programmed with their free C compiler, as opposed to 3rd party PIC compilers.
