Default Saying I Love You

I know there isn't a definite time when it should be said, but what do you think should be the circumstances for saying it?

This seems surprisingly deep for totse, but I've had problems with this too. Basically, when I'm 99% positive that I'll get the "I love you" return, I'll spill my guts.

Yeah, sorry about that but it's just that... he wrote me a note yesterday telling me how he felt. He said that: "I hope I don't freak you out saying this, but I truly care about you alot and you are the first girl I have felt anything deeply for." He's going away to governors school for a month, so I think he is scared of time and being away from me. I like him alot, just as he does me, but I don't want to freak him out. I just want him to know how I feel.

I usually would only say it if I meant it or if someone said it to me first(but I really did or just liked them back or something)
