He wants to use craigslist to meet guys and fuck around, you know, look for Mr. Right so to say! But is it safe? My gf almost got raped by some guy she met off the net and I'm worried it'll happen to my friend or even worse!

First off, props on being a good enough friend that he knows he can trust you...
...from there... as for craigslist... uhh... I dunno. I'd be concerned with, well, the absence of community; I'm not going to go all apeshit-hysterical with "everyone on teh interntetz is eeeeviill," but really, advertising for sex on a large site with no communities is a pretty quick way to throw out all the minimal social self-regulation there might be...
I mean... just for an illustration... you're an ex-junkie, I think, right? Okay... so, did you know the close core of junkies you hung out with?
Now... if you had to look for someone to trust with anything important - like your life, for instance... would you rather choose your junkie buddies (well, back then)...
...or would you feel safer just dragging up anyone on the basis that they were junkies?
There's a difference, ain't it?
...anyone who's devoting hours a day to craigslist sex is already pretty focused on sex. No biggie... but with a proxied connection and changing handles, there's really no way to say "hmm... hotstud984 - isn't that the guy that raped bob34m a couple years back?" - and it being a semianonymous auction site, there's not much of a community to mention it even if they could...
...anonymous sex at a gay cruising park is still stranger-sex, but it lets the major problems come to the attention of the community. I'd say it's a better option.
