You'd have to look for yourself. Find abandoned places, and use them. I don't know about your area, but in St. Louis there are a lot of small parks (like just baseball fields or soccer fields) that don't have any park rangers, yet fairly large parking lots. At night no one is there. Look for back roads, often side roads off of the major highways (assuming there are major highways in your area) have areas that are low traffic that are good for sitting in. Pretty much anywhere out in public is at risk though, there is the risk of being robbed, people catching you, people calling the police on you, etc... The safest place is one of your houses, wait till your parents go to sleep and enjoy.

Outdoor sex can be some of the best around! Having absolutely no idea what the area is like where you live I can't give exact suggestions, but have a look around during the day, find quiet little woodland spots or parks. Decide whether it's going to be safe to use that spot during the daytime or if you'd have to wait till nightfall. Remember that if you're gonna wait till nighttime are there any lights around? You don't want to be sitting in the spotlight! At the same time though you want to actually be able to see what you're doing, so my advice is to find a secluded spot that nobody ever goes to; perhaps somewhere you need to climb a couple of fences to get to? Once you've found a suitably secluded spot, use it during the day.

I have this place i love in the park. It's some rose gardens that are almost always shut, so awesome at night. Huge walls cut it off from the rest of the world, beautiful hedges and rose bushes everywhere and a fountain in the middle. There's always somewhere around, you just gotta look.
