Its a pity smile. No matter how functional of a human being you are they still feel sorry for you because of your disability. Its also a smile out of the situation being awkward because they don't know how to deal with someone who they cant communicate with. They are letting you know they feel bad for you. Its kind of like how you would smile at someone who is retarded, its the same concept.

I can tell the difference between pity smile or friendly smile. All you have to do is look at their eyes and their facial expression. Trust me, it's more of friendly smile.

They're just being teases. A smile usually means nothing to a girl.
If you look at them first, they're probably just smiling because you noticed them.
If I were you, I'd call them up, sign them, write them a note, use AIM IP Relay, or any other communication and just be like
"Hey, are you going to continue smiling at me everyday without saying a word, or are you going to actually 'try' to talk to me?"
Call them out on it, it's the only way.
If you're lucky, you might get a winner.

That doesn't mean that people don't feel bad for you because of your disability, it also doesn't mean that communication with you would be any less awkward.
