The title pretty much says it all. I've seen them in a couple of forums and wondered how you make one.

When you're in a forum you mod press "forum tools" all the way at the top of the thread listings. Then you"ll have "admin tools" and put the dot behind "make an announcment" or something like that and click "preform action"
