What i've read is that all discarded items are supposed to be accounted for by the dea and then it all get's incinerated. It's sad to think about. But in reality most of it probably get's swiped by crooked dea agents and some of it get's thrown out by lazy pharmacies. At least it would appear so if you read stories of dumpster diving. Though those people might be full of shit. Either way you're not supposed to be able to have access to it even if you work at the pharmacy.
