Unless you don't want to set up an apache web server. There are smaller more suitable softwares for windows that will help you to test run smaller php scripts.
But if you want total control and efficiency, cense's answer is the way to go.

You can just upload .php files to your host with the code inside them. I'm using freehostia and that works fine for me. If you want to embedd php into html pages you can use the <? php ?> tag. On my host, that requires a special .htaccess entry.

PHP can run standalone but it's focus is for the web, and thus it runs as a module or addition to webservers such as apache in most implementations.
