Default Selling "legal highs" and other head shop type goodies on ebay?

I couldn't decide on whether to post this in BLTC or MMM but I decided on here.

Why don't any sellers that I can find on ebay sell things like pipes, etc. and other legal highs? Seems like there'd be a big market for that. Is it against ebay's rules?

EDIT: I just read pipes are a no-no, but still, why don't they sell trip capsules that have hbwr and things like that?

I bought a bunch of pipes from them. And i just checked out some of their cacti.

A lot of vendors tend to shy away from eBay and PayPal, because both consider those products against their TOS, and eBay will routinely close those auctions.

PayPal is even worse, and will freeze your account and any funds within if they find your activities to go against their TOS, which often includes anything "drug related", so pipes, salvia, etc.
