I think it applies more to the older generations. I've definitely noticed this in my parents and other people their age, but in my experience with people from my generation (born in the '80s) people of both sexes tend to be a lot more straightforward about expressing their emotions. Our cultural trends reflect this too, e.g., emo kids -- boy-men who act sad even when they aren't, seem uncomfortable with anger and pride themselves on their emotional reactivity.
Overall though, I agree with the saying. Men do tend to externalize the rougher emotions and internalize the softer ones, whereas the opposite applies to women.

it's one of those sayings that seems true on the outset but it's only an illusion. It's true in certain circumstances, but think about it; sometimes women are just sad and sometimes men are just angry. They overlap, but not always.
