I dont know if that would be considered torture or not but to make it have a chance of working you would have to start giving it to them unknowingly then tell them later when they are hooked because im sure they will not just take drugs when you offer it to them give them a little credit.

We are the ones who are pretending to be civil, we are fighting against drugs and their use for non-medical reasons, yet you are suggesting that we should give people drugs and make them suffer for them until they are willing to tell?

What if we have someone detained who is innocent of committing any crime? Our system is supposed to be set up to protect such inhumane things to be done to these people. If an innocent person was put into this situation they would likely admit to anything to get more drugs also, its a way to get false confessions is what it'll do. That's why we have such strict rules against torture, it'll just get us unreliable false confessions.
