Okay, let me be the first one in THIS thread to admit that 'date' and 'fuck' both have the same number of letters... but let me also point out than NONE of those letters are the same!

Asking if it is permissible, or even appropriate to do one, is NOT the same as asking if both are equally so.

I, for one, have had sex (penile/vaginal intercourse) with people I have NEVER dated, in any context of the term. By the same token, I have dated many, many members of the opposite gender with whom I have had absolutely no sexual interaction of any kind whatsoever (unless you consider a lingering goodnight kiss as sexual activity), and even if you do, that just skews the balance ever so slightly.

Back to topic - for me, personally, I do not approve of relationships with excessive age differences. The most I have ever engaged in is with a girl who is only 30 years younger than I am. But, as I grow older, that span may increase as necessary, as long as she is legal.

But more directly to the point of this post is to discourage, if not condem, the concept that just because someone wants to engage in social intercourse, call it 'dating' or 'hanging out' or whatever, does NOT necessarily carry the connotation of any form of sexual activity.

To the OP... do whatever the two of you want to do. As long as you don't do anything illegal in your jurisdiction... and if you do anything much beyond holding hands and kissing a bit, make sure that one or both of you are exercising responsibility with regard to the (very real) possibility of pregnancy or sexually transmitted diseases. And to the latter... that includes not just intercourse, but all of the other 'fun' activities that can catch you things that, while not necessarily fatal, can be with you for the rest of your life.

I'm in no way sticking up for this poor child, just pointing out that he said he was in 8th(should be 9) and the girl is in 7th.
