A "good steel bowl" will not survive the vast amounts of chlorine gas which will be your new atmosphere.
A 9v will work, but will likely be slow.
If you are doing this under oxygen, you will probably have produced sodium oxide. Gases can reach shit much more easily in churning, bubbling liquids.
Orange hot is not molten.
Your electrode not only has to survive the heat, but also ionized chlorine plasma.
...but... you're on the right track. Don't inhale the fumes, and have fun gold-plating everything.
'n ya might wanna make sure your gas mask is good for chlorine gas. It's just a LIIIITTTLE bit more reactive than organophosphate analogs. Me, I'd breathe through a lye bong feeding into a water bong... and don't let the Cl2 contact your skin.
...or the sodium, for that matter.
