Long story short, I've had this thing for my best friend recently, but I never had the balls to tell her. I was pretty close to giving up on it until today... I can't decipher this at all. Am I her shoulder to cry on, or is she hinting for me to 'make a move'?

Shes not desperate, just really, really pissed off. The last four guys shes been after either ignore her or don't like her or already have girlfriends. Shes not ugly or anything, just... sorta weird.

I need to let her know NOW, I never get the chance to be with her for more than 10 minutes anywhere else like at school, and all the plans we've made to be together have gone completely shit. If I could tell her in person I would do it in a heartbeat. Shes going on a spring break vacation though so I thought itd be the perfect time to tell her and let her think about it before she goes off telling her friends or getting caught up in shit with other people

edit: didnt see your edit, yeah just tell her you like her. be as casual as possible, and dont ask her for an answer or expect one right away.
i've been in pretty much the same situation and it turned out she didn't like me, but because i just threw it out there and wasnt all "omg do you like me back?" it went alright and it didnt get awkward or anything.
