Default Making Potassium Chlorate (KClO3)

Okay, I'm out to make some potassium chlorate and I found a synth for which you need KCl and NaClO3 to make it. Couldn't it be done just easier by electrolysing a solution of KCl and H2O?

Yes I believe your taking about a chlorate cell. Again alot of amps are required for it.
