Yes He could have wanted mutual love, but then why create a grossly flawed and limited species with which to have this relationship? Bit like a biologist having a loving relationship with a mould spore on a petri dish. At least a little unlikely don't you think?
If you want something to love do you really need a whole universe into which you place a species of apes so primitive they cant even comprehend you. Follow this up with a string of conflicting religions (virtually all of which refute each other) intent on 'saving' us from a human nature he designed.
Oh and woe betide the silly monkeys who arent smart enough to decipher his divine ramblings and pick the wrong religion/form of love. They get to spend the rest of eternity in torment(at least according Islam,Christianty and Judaism.. but WHICH ONE!?).
I think many religious people comfort themselves with this unfounded belief that God created us becuase he wants our love, rather than entertain the thought God may have created the universe because he was bored, or because it seemed like a good idea at the time and we happen to be part of the entertainment.
And as for ALL of the Bible being about love... Does a loving father test the innocent, and punish them when they fail - Abraham/Isaac (downright sadistic),Adam/Eve...
Are those who fall by the wayside brought back to God through love? - Sodom/Gomorrah.
And as for the industrial strength LSD trip that is Revelation, Yeah baby! Feel that lovin'!
Seems that God's love life is pretty perverse.
