Theoretically speaking, how would someone go about creating a new identity that can be used as much as a person's real identity? Lets say, hypothetically speaking that I wanted to create another identity for let's say credit card's, bills, car's, passports, whatnot. What would this person need to go about accomplishing a 100% working identity usable around the world for ANYTHING?

I say again, this is all theoretically speaking, because I feel this is good for educationale use.

No, thats creating fake ID's..that isnt really helpful, since when a person has a new identity, they can go get an ID and say they lost their's or something..theoretically speaking that is.

if you were going to go to a new town and start over, but wanted to get id that was real...what would be the one piece of id that could get you all the rest of the id set you needed? I mean if you had a fake birth certificate and went to get a photo id taken in this new town, could they punch the name into the system and see it isn't a real name? or do they just take it at face value?
