You're getting a girl to tell another girl that you like her? Girls like confidence. If you're not comfortable going up to her in the hall, you could wait for a dance and try to pick her up there. Just be confident and be nice to her, and talk to her about anything, such as her courses, what she does for fun, whatever. You could even sit near her in the cafeteria (assuming she stays for lunch) and strike up a conversation with her.

If you must tell the other girl what to tell the one you like that you like her (hope that makes enough sense), then just have her say "I have a friend who thinks you're really cute. Want to meet him?" or something like that. Throw in a compliment, but don't make it over the top. And be confident when she comes to talk to you.
