Basically, what do you think would be better, a peck, a non-tongue but romantic kiss, or make-out?

Dude, you will know when you should kiss her. Plus do not peck her on the cheek or some bullshit. It is hard to just peck the girl, because if she wants a kiss you will be able to tell that she wants to kiss you.

So that leaves pecking out of it. However, if she isn't a forward girl, what you could do is peck her on the mouth. Not at random, but at a time where a kiss could come, but she is hesitant.

Anyways, peck her on the mouth and then apologize for being so forward. Observe her reaction, this is going to tell you if she wants you to kiss her again, if she didn't like you kissing her, or if she is extremely flattered/shy and then you should kiss her again.

If either of the two options above happen you will lead to making out. If she gives the impression that she didn't want a kiss she might not talk to you, or give you very curt answers when you ask her what's wrong :P
