I want to date a famous chick. How should I go about meeting/seducing/dating them?

Fame doesn't equal money.. but I guess it's easiest to do this by networking - friend-of-a-friend-of-a-friend sort of thing. And with music, you can go to gigs and try to sneak into after parties of semi-famous bands and work your way up. There isn't a lot of money in music though, unless you get very popular and mainstream.

I've always had this kinda...fantasy of being out (not at a club or anything, just like...some everyday thing), seeing a celebrity, starting a conversation with them, and treating them as though they are just your average person.

I have this notion that they'd appreciate that and you'd be a lot more memorable to them.

I don't think that's really going to happen.

For every awesomely hot celebrity girl, there are about 200,000 men who want to fuck one. In short, join the fucking club.

You just have to find yourself a way to be the first in that line for her, good luck.
