I think it comes from the Cowper's gland or something like that. There is quite a bit of debate on whether it can impregnate women or not.

pre-cum can happen to a guy any time from when he becomes erect to any time when he ejaculates . and it happens to clean out any extra urine or cum that could have been left behind
