It's called phimosis. Google it. There are stretching routines you can do. I've never tried them.

Also, if you were to go for circumcision, you wouldn't have to cut it all off. Partial circumcisions are available. One option is to have a small slit made through the tight portion of skin rather than to cut anything off.
