Hang out with them, and have no expectations. Maybe you and one of them start making out, and the other one is not only not uncomfortable with this, but seems to dig it. Joke around about it, wait for the moment, let them kiss... and then you're on the board.

That's how I did it. I've only had one, though, so my perspective is somewhat limited.

If you don't know what to do with two girls, maybe you need to stick to one. That's better than most TOTSEans from my understanding. Or have a brainstorm session....maybe draw what you want to do, then you can refer to your notes when the time comes.

Alcohol is a definite precursor I would imagine. Otherwise the chances of it happening spontaneously are slim. Not easy. As soon as you start with one the other one will feel awkward. Alchohol and/or drugs is a must. One way that worked for me was to get them pretty fucked up, then casually make note of the twister board nearby. Get a game of strip twister going (just make up the rules as you go), then when you're all naked and on the floor, get a group make out session going, and take it from there.
