There have been new topics.I think he's talking about the red vs. grey dots indicating new posts. It depends on your cookies, that's how it determines if there's topics new to you. Most of the time it doesn't work very well, and sometimes it won't show forums as having any new topics. Just visiting the forum will obviously show otherwise though.
