Moving to the next level in a relationship?
I'm a junior in high school and this year a girl from out of town just moved here. She is very attractive (no I don't have pics), but she really does not have any friends at my school. The closest people she has is me and everyone who sits at my table at lunch. So I have been talking a lot and letting her know that I like her "as a friend right now," so the next level is to start hanging out with her outside of school. Like I said before she does not know too many people, because it would be more comfortable to hang out with her in a group of people. I know a few people I could get her introduced to and one girl who throws a lot of parties so I can move into that mutual friend relationship phase. Ideas or thoughts?

Just tell her you'd like to hang out and get to know her better. Ask her if she's free on a saturday afternoon or a friday after school. Take her to eat somewhere that you like; then, show her somewhere in your city that you enjoy going. She won't turn you down, and if you don't try to get into her pants then I'm sure she'll appreciate your company. If you start with a friendship like this, you can see if you really want to date her, or not. You may just want her as a friend, and she may just want you as a friend. Early on, it's best just to get to know her.
Don't take her to a group situation yet, because if she doesn't know anyone it's better for her to get to know you first, so then she'll at least have one person she's comfortable around when she's out. If she's comfortable around you, then you'll be able to hang out with her whenever, and she may look to you for support in social situations, depending on her personality. Hang out with her just you two at least once before you introduce her to a ton of people, so you know she's not going to be nervous or whatever. Having even one friend when around a crowd of strangers is really nice.
